Carlos is a lawyer and journalist working on social media governance, communications and journalism. He co-founded the Internet and society non-profit center Linterna Verde and hosts an online talk show. Carlos is part of TikTok's Safety Advisory Council in LATAM. Between 2015 and 2017, he was Twitter's Public Policy manager for Spanish-speaking Latin America. He has a law degree from Los Andes University (Colombia) and Master Studies in Communications and Media Governance at the London School of Economics.
